Article 1: Name
Article II: Mission
Article III: Description
The CPTO shall not seek to direct the administrative activities of the school or to control it's policies.
The CPTO is a non-profit organization created exclusively for charitable and educational purposes, including the making of distributions to organizations that qualify as exempt under section 501(c)(3) of the Internal Revenue Code or corresponding section(s) of any future federal tax code(s) related to non-profit organizations. The CPTO will continue to be a non-profit, as well as non-sectarian, non-partisan, and non-discriminatory organization.
The use of funds and proceeds derived from the CPTO shall be solely for the improvement of the quality of education at Chappelow. No part of the net earnings of the organization shall financially benefit, or be distributed to, it's members, officers, trustees, or other private persons, except that the organization shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purpose clause herein. No substantial part of the activities of the CPTO shall be the carrying on of propaganda, or otherwise attempting to influence legislation, and the organization shall not participate in, or intervene in, any political campaign on behalf of any candidate for public office.
Notwithstanding any other provisions of this document, the CPTO shall not carry any other purposes not permitted to be carried on (a) by a corporation exempt from federal income tax under section 501(c)(3) of the Internal Revenue Code, or the corresponding section of any future federal tax code regarding non-profit organizations and/or (b) by an organization, contributions to which are deductible under section 170(c)(2) of the Internal Revenue Code, or corresponding section of any future federal tax code related to non-profit organizations.
Article IV: Membership
Any parent, grandparent, or guardian of an enrolled student at Chappelow or a current staff member of Chappelow is eligible to be a member of the CPTO.
Voting privileges will be given as one vote per household. Those not present for voting shall not be permitted to vote. Voting will be done on any type of spending, filling of officer positions, and other manner of business deemed fit for a vote. Voting is done by discussion and raise of hands at monthly meetings. Majority vote shall prevail.
Chappelow CPTO meetings shall be held monthly during the school year. These meetings shall be held in person and/or via video conference.
All participating CPTO members are to show respect and avoid conflict with other CPTO members, staff members, students, and community members during meetings, volunteer opportunities, fundraising, or any other event where CPTO members are directly representing the CPTO. The Executive Board reserves the right to dismiss CPTO members who cannot comply.
No membership fee is required.
Article V: Executive Board
The Executive Board shall consist of a President, Vice President, Secretary, and Treasurer. The executive board members shall not be employees of Greeley-Evans Weld County School District 6.
The Executive Board can also include both short and long term sub-group representative(s) as needs for specific committees arise.
The duties of the Executive Board shall be to transact business of the CPTO, create standing rules and policies pertaining to the functioning of the CPTO, create both standing and temporary committees, prepare and submit a budget to CPTO members, approve expenditures, and to prepare reports and recommendations to the CPTO members.
The officers of the CPTO shall consist of the following: President, Vice-President, Treasurer, Secretary. Individual duties are, but not limited to, the following:
- President: The president shall preside over meetings of the CPTO and Executive Board and shall serve as the primary contact for the principal and/or principal-designated staff representative. The president shall represent the Chappelow CPTO in the community and coordinate the work of all officers in order for the purpose of the CPTO to be fulfilled.
- Vice President: The vice president shall assist the president and carry out the duties of the president in his/her absence or inability to serve.
- Treasurer: The treasurer shall receive all monies collected by the CPTO, keep an accurate record of receipts and expenditures, work closely with principal-designated representative for CPTO-authorized purchases and/or payouts, present a financial report for approval at each monthly meeting, and inform the Executive Board of special financial problems and budget considerations.
- Secretary: The secretary shall record minutes of all meetings of the CPTO and shall distribute these minutes to the Executive Board in a timely manner.
The Executive Board members shall serve no more than 2 consecutive terms in the same position and shall hold only one position at a time during any given term. At the end of each term, an election will take place with the candidates being selected from currently active CPTO members. These candidates can be either self-nominated or nominated by another CPTO member.
If there is a mid-term vacancy made of an Executive Board position, a midterm election will be held with the candidates being selected form currently active CPTO members, which can include current Executive Board members.
The Executive Board reserves the right to hold meetings outside of regularly scheduled meetings. The meeting minutes from these meetings shall be recorded and presented to the CPTO members at the following monthly meeting.
All Executive Board members must be able to complete and pass a proper background check performed through the school district in order to be allowed to volunteer on school property (as per district volunteer policy).

No Executive Board member or general CPTO member shall receive compensation for their time and/or services or profit financially from the CPTO's activities.
Article VI: Finances
The treasurer shall keep accurate records of any receipts, disbursements, and bank account balances of the CPTO. The account balance shall be reconciled monthly and reviewed by the Executive Board and presented to the CPTO members at the monthly meeting.
The treasurer shall prepare an annual financial report for review by Executive Board members and make this available to all CPTO members.
All spending shall be agreed upon by the Executive Board and all CPTO members in attendance at meetings where spending is requested and discussed. Majority vote shall prevail. In the event of a tie, the spending request will be reviewed, discussed, and voted on again until a majority vote is reached. The one(s) who submit the funding request shall not be permitted to vote on their specific request.
Disbursements made by the CPTO shall require an approved expenditure form which shall be recorded and kept by the treasurer. These requests shall require signatures form the CPTO President, one additional board member, and the Chappelow Principal. Electronic signatures shall be accepted.
Spending shall be at the sole discretion of the CPTO. Chappelow administration shall not direct or control CPTO spending in any way.
The CPTO, nor it's sub-groups or any other group representing either the CPTO or Chappelow, shall use it's CPTO affiliation to open any type of bank account, credit account, or the like.
CPTO funding shall be directed through the Greeley-Evans Weld County School District Finance Department, with specific direction and authorization by the CPTO Executive Board.
Article VII: Amendments
Article VIII: Dissolution
The CPTO may be dissolved at any monthly CPTO by a majority vote of the members present, provided that the notice on the proposed reason for dissolution be given at least ten days prior to the monthly CPTO meeting for member review. In the event of dissolution, all remaining assets of the CPTO shall be forwarded to the general financial account of Chappelow immediately after payment(s) of outstanding debts of the CPTO are paid in full.
